There had been analyzed the modern information technologies necessary for system creation and the optimal ones had been chosen among them. There had been conducted the task formalization and synthesized optimal databases structure of subsystems "Soils and Waste", "Water and Discharge", "Emission". There had been developed computer information program system for control of environment, emissions and waste discharge and their accumulation, processing and analyzing. There had been created the generalized geoinformation map of Ukraine and accomplished its transformation for the insurance of integration into unique automatized control system using the official free version of GIS-tools.
